District 17 - Delegate Kumar Barve Leaving

District 17's own Delegate Kumar Barve will be leaving the legislature in a few weeks to join the Moore/Miller Administration.  He is being appointed to serve on the Maryland Public Service Commission.

In his 32 years of service in Annapolis, Delegate Barve has been a leader on many issues, most notably the environment and climate change.  He also holds the distinction of being the first Indian American elected to any state legislature in the U.S.  The Washington Post recently published a recap of Kumar's time in office.

I'm going to sincerely miss my friend and colleague and wish him well in his next professional chapter.

Per the Maryland Constitution, the vacancy will be filled by the Montgomery County Democratic Central Committee.  (Maryland doesn't have special elections for the General Assembly.)  Applications are now being accepted to be considered for the vacancy.  Please see the following message from the Democratic Party with all of the details of how to apply as well as how to participate in the process as a resident of the district.

Notice from the Montgomery County Democratic Central Committee


Delegate Kumar Barve has resigned as Maryland State Delegate representing District 17 effective May 17, 2023. Governor Wes Moore has appointed Delegate Barve to the Maryland Public Service Commission for a five-year term beginning July 1, 2023.

By authority of Article III, Section 13, of the Constitution of Maryland, the Governor shall appoint a person to fill this vacancy whose name is submitted to the Governor by the MCDCC within thirty days after the occurrence of the vacancy. The person appointed by the Governor will serve for the unexpired term ending in November 2026.  [Note from Julie: the term actually ends in January 2027.)

HOW TO APPLY

Individuals interested in applying for this appointment should submit a resume, cover letter, and any other supporting materials that they would like the MCDCC to consider. Applicants also must provide proof of continuous residency in the district for the past six months. Proof of residency may include a credit card bill, utility bill, bank statement, or mail from a federal, state, or local government agency showing the applicant's address. Submit a current proof of residency dating back six months.

Submit all materials by email with the subject line: D17 Delegate Vacancy Application to office@mcdcc.org no later than Wednesday, May 31, 2023 at 5 p.m. Applicants are encouraged to call the MCDCC office to confirm receipt of materials.

ELIGIBILITY REQUIREMENTS

To be eligible for consideration, an applicant must be a registered Democratic voter in the State of Maryland, a resident of Legislative District 17 for at least six months, and have attained the age of 21 years.

Determination of eligibility for the appointment by the MCDCC shall be final and not subject to appeal.

Candidates who meet the above qualifications will be invited to make a brief oral statement and answer questions by MCDCC members at the June 13, 2023 meeting. The MCDCC will vote to recommend an applicant to the Governor immediately after conclusion of the interviews.

PUBLIC FORUM

The District 17 Democratic Club will host a public forum for residents of District 17 to meet the applicants on Wednesday, June 7, 2023 at 7 pm via Zoom. All attendees, including applicants, must register in advance at bit.ly/d17-06-07.

District 17 registered Democratic voters are strongly encouraged to submit letters of support for the applicant of their choice to d17vacancy@mcdcc.org no later than Friday, June 9, 2023 at 5 pm.

Letters of support must be submitted directly by the individual writer.

Please put the name of your preferred candidate in the subject line. Your letter must also include your full name and address. Letters may also be submitted by mail or other carrier, or delivered in person to be received no later than Friday, June 9, 2023 at 5 pm to:

MCDCC MONTHLY MEETING

The MCDCC will interview all qualified applicants and vote to recommend a candidate to the Governor to fill the vacancy during its regular monthly meeting on Tuesday, June 13, 2023 at 6:30 pm. All applicants must attend in person.

The meeting will be open to the public and held in-person at MCDCC Headquarters, 12320 Parklawn Drive, Rockville, MD 20852, and will be live-streamed via Zoom Webinar. All attendees, whether they wish to attend in-person or via Zoom Webinar, must register in advance at  bit.ly/mcdcc-06-13.

DEMOCRATIC CLUBS, CAUCUSES, AND ALLIED ORGANIZATIONS

The District 17 Democratic Club, as well as other Democratic clubs, caucuses, allied organizations and elected officials throughout the County are encouraged to publicize this notice widely throughout Montgomery County.
