Cindy Rivarde - President & CE of Rockville Economic Development Inc.
Cindy Rivarde serves as the Chief Executive Officer of Rockville Economic Development,
Inc. (REDI), which identifies and develops economic opportunities to help Rockville
prosper and lead as a 21 st century city for business. With her 20+ year background in
commercial real estate law and development, she leads REDI in new and inventive ways
to create economic growth, attract and retain businesses, and highlight Rockville as a
premier community for businesses, workers, visitors and residents. She has previously
served as a Deputy City Manager for Coral Springs, Florida, the Community and
Economic Development Director for Modesto, California (which included oversight of
the City’s Tourism and Convention Center), and the Economic and Cultural Development
Director for Coral Gables, Florida. She obtained her law degree from the University of
Connecticut School of Law, a master of fine art in painting from Towson University, and
a bachelor of arts degree in dramatic art/studio art from the University of North
D. Todd Pearson - Executive Vice President, B. F. Saul Company
Mr. Pearson is the Executive Vice President of Real Estate for the B. F. Saul Company
and affiliates. The Saul organization owns and operates approximately 8 million square feet of retail space, 5.2 million square feet of office and mixed-use space, and 20 hotels primarily in the DC metropolitan area.
Todd has been instrumental in many of the Saul developments but most notably lead the
assemblage of 6 different land parcels totaling over 18 acres directly adjacent to the Twinbrook Metro in Rockville, MD. He has worked with the City, community, and other stakeholders to create the vision for a 2.8 million square foot mixed-use development, Twinbrook Quarter, that will result in one of the region’s largest and most innovative projects totaling over $1 billion dollars of investment.
Todd received his MBA from the University of Virginia, Darden School of Business, and a Bachelor of Science degree in Accounting and Information Systems from Virginia Polytechnic and State University. He serves on the Board of Directors of Rockville Economic Development, Inc. and is an active member of the National Association of Real Estate Investment Trusts, International Council of Shopping Centers, and Urban Land Institute.
Todd lives in Washington DC with his wife Sarah and four children; Mage, Jack, Eleni, and
Mike Howard - Rappaport, Executive Director of Brokerage
As Executive Director of Brokerage, Michael Howard employs his two decades of
experience, in-depth knowledge, and resolute determination when representing
renowned owners and tenants within the Washington, D.C. Metropolitan area. His trend-
spotting, positive and composed approach to closing deals and retail real estate
cultivates equally positive and mutually beneficial partnerships amongst his peers,
clients and throughout the community. Since joining Rappaport in 2006, Mike has
cultivated an impressive portfolio in both tenant and landlord representation, including
Victoria Vander Heiden - Morguard, District Manager – Commercial
Victoria Vander Heiden joined Morguard on August 18 th, 2022, as our newest DM-Commercial. Victoria and her team will oversee the newest MRG Acquisition (Rockville Town Square-Retail). In her new role, Victoria will lead on-site operations, marketing, and the multiple condo associations. Victoria will also collaborate with our residential team at Fenestra to elevate the quality of the mixed-use community.
She comes from a diverse background managing both commercial, and residential, most recently overseeing 14 mixed-use properties in the DMV market.
Victoria was recently remarried in 2021 and lives in Virginia with her husband (Bob), a retired Army officer, and her two teenage boys (Evan and Alex). Outside of work, she enjoys cooking, gardening, and being in the great outdoors. Victoria is bilingual and speaks fluent Vietnamese.
Joshua Nolan - Morguard, Director: US Asset Management & Leasing
Joshua Nolan has been in the Real Estate business since 2007. As the US Asset Management & Leasing Director, he is responsible for overseeing leasing portfolios of 14 grocery-anchored centers, 2 enclosed malls, and 4 mixed-use assets spread throughout FL, LA, IL, VA, and CA. He also leads a 9-person team of leasing, operations, and administrative staff.
He has a BS degree from the University of Maryland and has worked with the likes of CBRE and Citigroup in various real estate and real estate finance roles.
